Supported by Member of Parliament Yaroslav Zhelezniak, the bill aims to bring the country’s underground adult entertainment industry into the formal tax system. Economists estimate that regulating and taxing digital content creators, including OnlyFans models, could generate up to 25 million dollars annually. Revenue collected from these tax levies will directly fund the purchase of thirty thousand defense drones.

Ukrainian Member of Parliament Yaroslav Zhelezniak introduced legislation arguing that bringing the adult entertainment market out of the shadow economy can secure crucial tax revenue. State financial estimates project that taxing platforms like OnlyFans and independent creators could generate 25 million dollars annually, creating a direct funding pipeline to purchase roughly 30,000 combat and reconnaissance drones for front-line forces.

The proposed legislation reforms Article 301 of the Criminal Code of Ukraine, which currently criminalises creating, storing, or distributing adult content. The legislative update decriminalises voluntary adult content creation while retaining strict criminal penalties for non-consensual media, extreme content, and child exploitation. By eliminating outdated criminal prosecutions for adult media, law enforcement resources can focus on national security priorities.
