The Haryana-NCR No PUC No Fuel rule requires petrol pumps across Haryana’s National Capital Region districts to refuse fuel to vehicles that do not have valid Pollution Under Control certificates. The measure covers petrol, diesel and CNG stations and forms part of coordinated efforts to reduce vehicular pollution across NCR.
Vehicle owners must ensure their PUC certificate remains valid before visiting a fuel station. If they cannot produce valid certification, petrol pump staff must refuse refuelling and record the vehicle’s registration number for official purposes.
Haryana Motorists Face Fuel Denial Without Valid PUC
Haryana fuel stations are expected to use Automatic Number Plate Recognition cameras to capture vehicle registration numbers and verify them against the online PUC database. Until ANPR systems become fully operational across Haryana-NCR, employees must manually check valid PUC certificates before dispensing fuel. Motorists without valid pollution certificates may face fines of up to ₹10,000 and will be directed to authorised PUC testing centres before returning for fuel.
Petrol pumps have also been instructed to display prominent bilingual signs in English and Hindi at fuel dispensing locations. The notices are intended to clearly inform motorists about the requirement and reduce confusion during implementation. The Haryana transport department has asked fuel stations to implement the measures immediately and report the action taken. Officials have also warned that laxity in following the directions could invite punitive action.
For vehicle owners, the message is straightforward, check the PUC certificate before travelling for fuel. Keeping pollution certification updated can prevent refuelling refusal, penalties and additional trips to testing centres. The measure makes pollution compliance directly connected with everyday vehicle use, strengthening enforcement at fuel stations while encouraging motorists to maintain valid emission certification throughout Haryana-NCR.
