Assam CM convoy rules have been reinforced after an ambulance was stopped during Chief Minister Himanta Biswa Sarma’s convoy movement in Silchar, prompting an apology, administrative action and fresh instructions aimed at preventing disruption to emergency services.
The Assam Chief Minister’s Office directed all district commissioners and senior police officers to ensure that ordinary citizens face no unnecessary inconvenience when the Chief Minister’s convoy passes through roads. Emergency vehicles have been given particular priority under the reiterated instructions.
What Do The Assam CM Convoy Rules Require?
Assam has directed officials to ensure ambulances, fire tenders and other emergency vehicles are never stopped or delayed for VIP movement. The Chief Minister’s convoy can be paused whenever necessary to provide immediate passage. The directive followed an incident in Silchar where an ambulance carrying a patient was halted for CM Himanta Biswa Sarma’s convoy. Sarma later apologised to the patient and family, stressing that VIP movement should never take priority over urgent medical care.
Sarma also ordered an inquiry into why existing directions were not followed and called for firm action against those responsible. Four Assam Police personnel were suspended pending a departmental inquiry into alleged negligence connected with traffic management during the convoy movement. The revised emphasis also extends beyond emergency vehicles. Authorities have been told to organise convoy arrangements in a way that minimises inconvenience to the general public and avoids unnecessary disruption to routine traffic. The Chief Minister’s convoy has also been curtailed to the minimum required for security needs.
The Assam CM convoy rules therefore place emergency access at the centre of VIP traffic management. The latest directive makes clear that security arrangements should continue without delaying urgent medical or emergency services.Implementation will now depend on district administrations and police authorities ensuring these instructions are followed consistently whenever the Chief Minister travels across Assam.
