Telangana borrowings are expected to cross the State government’s full-year target by December, highlighting growing dependence on market loans to meet expenditure requirements amid pressure on revenues. The State government had projected open market borrowings of ₹64,539 crore for the entire financial year in its budget. However, borrowing plans indicate that Telangana could raise around ₹65,000 crore by December itself, surpassing the annual budget estimate before the final quarter begins.
The borrowing trajectory has triggered political debate over Telangana’s fiscal position. Opposition parties have questioned the government over rising debt and argued that continued dependence on loans could increase financial pressure on the State in the coming years. The government, however, has maintained that borrowing is necessary to meet expenditure commitments, including welfare schemes, infrastructure projects and other development programmes. Borrowings are also used to bridge gaps between revenue receipts and expenditure.
Why Are Telangana Borrowings Attracting Attention?
Telangana is rapidly approaching its full-year borrowing estimate, with the budgeted annual figure expected to be crossed by December. This could create a need for additional borrowing during the remaining months, depending on revenue collections and expenditure. Rising debt also increases future interest and repayment obligations, potentially reducing the State’s fiscal space for welfare programmes, infrastructure and other development expenditure.
At the same time, borrowing itself is a standard tool used by governments to finance capital expenditure and manage temporary revenue gaps. Its impact depends on factors including debt sustainability, revenue growth and how borrowed funds are deployed.Telangana’s financial position will therefore remain closely watched during the final quarter of the fiscal year. Revenue collections, expenditure control and additional borrowing requirements will determine whether the State moves substantially beyond its original annual estimate.
